EU Compliance for Hand Tool Sets: GPSR, REACH, RoHS and Packaging Rules Explained

Compliance is not paperwork for its own sake — it is market access. Importing hand tool sets into the European Union means meeting a few key rules. This overview is a starting point; always confirm details with your own compliance adviser or notified body, as requirements evolve.

GPSR — General Product Safety Regulation

Regulation (EU) 2023/988 on general product safety applies to consumer products sold in the EU. In practice it expects:

• A product safety assessment and technical documentation.
• Clear traceability: manufacturer identity, product reference and batch information on the product or packaging.
• An EU responsible person when the manufacturer is outside the Union.
• Instructions and warnings in the language(s) of the destination market.

REACH — chemicals in articles

REACH (EC 1907/2006) restricts substances of very high concern (SVHC). For hand tools, the practical questions concern metals, coatings and plastics: nickel release, certain chromium(VI) compounds and restricted substances in grips or cases. Keep material declarations from your suppliers and, where an SVHC exceeds the threshold, the corresponding notification duty applies.

RoHS — only when electronics are involved

RoHS (2011/65/EU) covers electrical and electronic equipment. A purely mechanical hand tool set is normally outside RoHS scope — but if the set contains a voltage tester, a torch/flashlight or any battery-powered item, those components fall in scope and need compliant sourcing and documentation.

Packaging rules

Packaging placed on the EU market must meet requirements on heavy metals content and, increasingly, recyclability and labelling. Expect pressure toward mono-materials, recycled content and clear disposal markings, alongside the general EU push to reduce packaging waste.

A practical pre-shipment checklist

• Technical file and safety assessment available.
• Manufacturer and batch traceability printed on packaging.
• Instructions and warnings in the destination language(s).
• Material declarations for metals, coatings and plastics (REACH).
• RoHS documentation for any electronic components in the set.
• Packaging material specifications and disposal marking.
• EU responsible person identified (if you are the importer).
